Windows 10: Cpu usage on 100%. What do I do?

Hi, sorry my English is not good. I have windows 7 and it's been a while that my pc is running so slow. Videos won't play, Video games lagging, and the other apps I used before and ran so good are now running in a very slow speed. But when I connect my pc to the internet, it speeds up. I checked my cpu usage and it's 100% I know it's bad. I tried running task manager and seems like "cmd.exe" and "notepad" are the cause of this 100% usage. I end the process, but after a few seconds it gets back again. I tried deleting notepad but it say I don't have the permission while I am the Administrator.

CPU usage at 100% from start up for no apparently good reason. Service Host appears to be the problem but I cant narrow it down more than that at present.

Any suggestions?

I am using Windows 10 full release version 64 bit.

 

CPU Usage 100%

PC starts with 100% cpu usage. It won't come down even cpu is left idle. Cpu fan won't stop, when temp are normal.

As you can see my CPU usage is always 100%, Due to this CPU fan never stops, even when temperature are normal.

When I turn on pc, it always starts with 100% cpu usage. I also ran malware and antivirus scans, couldn't help (Quick Heal antivirus).

Using Windows 10 updated to latest version.
