Just switching over to a program causes it to go to 60% no matter what - even in freaking explorer. This is just an example. It happens with every program which is very annoying. Windows 10

You might try temporarily stopping this service:




Also please run
chkdsk c: /scan
from an admin command prompt
and report the summary (just the final) result.

Repeat for any other disk or partition.

I would say that CPU usage skyrockets when you interact with a program is a normal procedure.

Anything you do is commanded by the CPU. Some tasks are realized so fast that you don't see a big spike. Some (like disk cleanup) take a long time and it almost monopolize the CPU. Also, some tasks runs on the background, like downloading a upgrade or de fragmenting a HDD. You don't know what is running but you see that the CPU is busy.

As you have Ver 1903 I would say that Windows is preparing a upgrade to latest version.
windows 10 2104 is to be released this month.
