Windows 10: cpu usage stuck at 100 while playing fortnite and game is lagging alot on high end pc

I got the Lenovo LOQ with rtx 4060 and i5 12450HX 16gb ram, DirectX 12 wont work and DirectX 11 have a lot of lag, lag spike fps rapidly go down from 144 to 40 for no reason and uses 100% of the cpu

cpu stuck at 100% while playing fortnite

Its just fortnite. Ween I play other games like apex legends or the finals I havé not that much cpu usage and my gpu is like 90 %. In fortnite I have 100 cpu and 20 gpu and it crashes.

 

Windows 11 High CPU Usage (lag in games)

Well, the long sought high cpu usage solution for me seems to be sending analytics data to microsoft for some reason.

I'm yet to test it out over a period of time. But first game went with little to no lag.

I turned on user analytic data hoping to nab hackers... despite my cp having high cp usage from the moment i bought it... anyway.. boom... dropped to like 20%...

when running my game it still shows 100% . but the first game like I said went well with only instance of a skip

 

Cpu usage 100 procent

so my cpu usage has been high lately and when i go to open task manager it crashes after 20 seconds it turns out my cpu is at 100 usage all the time so i cant play without lagging.
