Windows 10: cpu usage stuck at 100 while playing fortnite

I have an intel i7-10700f and a msi 4060 and 16gb ram and i been playing Fortnite for about 2 years now on pc and i have started to notice stuttering in games and fps stutters where i have like 200 fps and drop down to 120 and it happens throughout the whole game and its starting to be annoying and i have my graphics lowest possible because that's how i usually play and i've tried changing in game settings and everything and still nothing the CPU voltage and nothing and even overclocked my gpu since fortnite is only using 30% of my gpu and im really annoyed how my game isnt smooth. i even trie

This also happens to other games and my cpu fan is at maximum speed

 

CPU usage stuck at 2.00 GHz in games with 100%cpu usage

well half year ago I updated my laptop from window 10 to 11 then about 3 months ago I got it back to windows 10 ,

My problem is that my CPU now working very very slow and it get stuck on 0.91 GHz fast I fixed it with ThrottleStop and its now working well when I do any thing but when I play any game the laptop stuck at 2.00ghz with CPU usage 100%.

So any help please,

My CPU is intel core i5 1035G1

 

CUP and Disc usage stuck at 100%

My CPU usage and Disk Usage stuck at 100% most of the time. I do not have much apps opened. I have i5 processor and 8 GB RAM. Already tried stopping search and superfetch from command prompt. It's not a permanent solution. Can anyone suggest please?
