Windows 10: CPU utilization hits 100% on start up of game and PC crashes

As title indicates, for some time now my PC has gradually worsened with crashes on the start up of modern games. I built the PC over the Summer with new parts besides the my old storage drives which I transferred plus one new one. I am unsure what the problem is but I cannot be sure it is a Hardware issue. Please help. Thank you.

My CPU utilization is 100% while gaming.

I was playing Dead space remake and I relize that my cpu utilization is 100%. I puted the graphics quality on low but it remains the same.

after that i tried another games but it was the same. I have 100% cpu even on online games like The Finals!

when I close these games the cpu become only 10% or less.

when I run the games the game takes about 90% cpu and other programs about 10% so it become 100%. but the temperature of the cpu is only 50-60.

what did i do untill now :

1) All of the drivers are updated

2) I put the priority of the game into High and windows decide and the result was the same

3) I set the battery into balanced and high and it was the same.

4) I tried all the graphics quality and it was the same

My system : Cpu core i5 12400f / gpu : 6700xt

 

How to stop PC from utilizing 100% CPU all the time

My PC displays in the task manager that my PC is using 100% CPU even when nothing is opened. I have checked the power plans, run command line prompts, and even fully reset my PC. Still, it's at 100% any way to fix this?

Was working fine not it just crashes my game the game is Tom Clancys Rainbow six siege but I can barely also start up other games
