Usually my cpu's clock speed never goes above 3.90GHz maybe 1 or 2 over but never gets to 4GHz even though i believ It's top speed is 4.20GHz I belive this is the second time it happened that i started my laptop and randomly the speed is above 4GHz and not going down, I had no games running nothing except when i went into processes i saw discord was running even though I closed it when it was strarting which was using 20% of the cpu, It doesn't make sense that when I'm playing games the cpu speed never reaches 4GHz and maybe discord caused it to go above 4GHz for some reason I need to some hel

  2. CPU clock speed drops to 0.39ghz when playing any games

When I run any somewhat demanding games my CPU's clock speed drops to 0.39ghz or some insanely low clock speed and my fps fluctuates between like 1 and 140(mostly around 1-30 fps.) But this only happens when my laptop is plugged in, when the laptop is unplugged while running the same games, my fps is capped at 30 no matter what I do.

In this video you can see my fps fluctuate and how choppy the game is(top left): Video

CPU: AMD Ryzen 5 4600H with Radeon Graphics

    GPU: NVIDIA GTX 1050

CPU Clock speed locked at 0.79GHz

Hi, I have an i7-4500U CPU and for the last few months my system starts at full speed (2.39GHz) but as soon as the CPU goes below 30% utilisation after startup, the system locks the clock speed to 0.79GHz even when the fan is off. The CPU temperature is
around the 50degree C mark, therefore should be allowing the processor to go up to full clock speed.

I've changed the power settings to set the minimum clock speed to 50%, but that has made no difference.
