Windows 10: Crash in multiple software

Hello,
Sorry for my bad english, I am French.

I have got many issue with my new setup.
Lot of crash just on the web or with some software (no BSOD), in the event error (windows) it's a .dll file problem.
For exemple Corsair Icu :
It's not work because libssl-1_1.dll crash the program.
I downloaded un new dll on web and the issue was fix

My biggest problem is for browser I can't dowload the dll who are the cause of crash.
And for some games no event errors. Just return to desktop.

I try to reinstall windows with different source no fix
I try command sfc /scannow and DISM
I buy another ram no fix

If someone have an idea or think something. Me I'm lost

Asus x570 tuf gaming
Ryzen 3700x
Rtx2080
Ram 3200mhz 32go
Psu corsair rm 750w
Bios uptade and graphic driver update

I suggest you run rthdribl > http://www.daionet.gr.jp/~masa/archives/rthdribl_1_2.zip
Increase the window size step by step and watch your vga temps permanently.
What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
What X1800XT model do you own exactly?

all games crash!

ive watch my temps and both the cpu and gpu are within normal ranges. when it freezes it simply freezes the image and stops the sound. i must reboot to get back to windows.
