Windows 10: create button or shortcut to frequently used file next to the new folder button

I am trying to create shortcut for 2 folder that i use frequently when I open or save from photoshop and coredraw next to the New Folder Button

New folder button is greyed out in file explorer ribbon windows ten. It doesn't appear in the list when I right click on desktop.

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
