Windows 10: Creative Cloud Won't Reinstall in Widows 10

I contacted adobe contact support because creative cloud is having a problem. They did the following:

1. Checked the system

2. Uninstall every creative cloud apps in my desktop.

3. Tried to reinstall it but it failed.


Their last advise is to get in touch with the windows support. According to them something is preventing my creative cloud from being reisntalled from the PC. It doesn't allow me to update my windows as well It shows hex error x80070017. Presently, i'm still waiting for a live chat agent to be connected. Please help!

Adobe Creative Cloud

I have used Adobe and their creative cloud service on my home PC for many years without incident. The PC works well and I have had no issues until recently. The windows update before last stopped the Adobe Creative Cloud connecting to the Adobe server.
I rectified this by stepping back the Windows Update and then reapplying it - all was well. Following the last windows update the exact same thing happened but I didn't realise soon enough and there was no step back available before the update.

I have contacted Adobe on this and I have had literally 5 different technicians trying to rectify this for over 12 hours over the last week and still we cannot get PC to connect to the Adobe servers. We have tried everything!!

Before I go for the nuclear option of reinstalling Windows 10 entirely hoping that this will rectify the issue does anyone have any suggestions

How to remove "Creative Cloud Files" from File Explorer address bar

Does any one know how to remove this Creative Cloud Files option after uninstalling Creative Cloud app from Windows 10





Additional info :

1. This folder does not exist as I deleted C:\username\Creative Cloud Files after uninstallation
   
2. This is not from File Explorer address bar history
   
3. I've already tried clearing address bar history
   
4. I've reinstalled and used Official Uninstallers [ 1 ] & [ 2 ]
   
5. Suggestions about removing Creative Cloud Files from File Explorer Side Bar does not resolve this
   

I can't tell if this problem exist in other user account but i don't want to use that either.

Any hints or suggestions ?

Update

After much digging around & hints from @DrMoishe Pippik, I have reached another dead end.

If I go to %USERPROFILE%\Links there are two links Desktop & Downloads

Going inside Desktop, it shows me Creative Cloud Files but I cannot delete it as Delete option is not there and Unlocker could not delete/rename it





Hence the problem now becomes :

1. I cannot cannot access this file from command prompt as its link inside link. Weirdly I cannot find this in dir /al /s c:\ > c: either
   
2. I cannot change its permission as it shows the error below. Safe mode doesn't allow that either
