Windows 10: Ctrl+Shift Keybinds Broken

I'm having issues with my Ctrl+Shift keybinds. They don't seem to fully work. A few still do, but some don't. The ones I can confirm don't work are Ctrl+Shift+S and Ctrl+Shift+I, with Ctrl+Shift+I being broken on everything except my browser. I got this fixed once, but it broke again recently, and I don't remember how I fixed it the first time. I did find this article before posting this question, and I tried everything suggested in that post. None of them worked. Let me repeat that before someone working as a Microsoft Advisor gives me any suggestions: none of the suggested fixes mentioned in

This leads me to believe this issue is rooted in Windows 10 itself, which begs the question. Why? What changed that made this even happed at all? This is the second time this has happened to me, meaning that someone who codes the updates either disabled it deliberately, or they didn't notice it before, and aren't paid enough to even care

So, now that all of that has been said, how do I fix this?

 

Ctrl+Shift Shortcuts Not Working

I have been having issues with my Ctrl+Shift keybinds for months now. I have been researching on every site I can find about this issue. I've tried changing Sticky Keys, I've tried changing Filter Keys, I've tried checking my keyboard settings, I've tried changing settings in Text Services and Input Languages, I've tried Ease of Access, I've even tried changing keyboards. The following are all Microsoft Answers threads recommended to me by Google:

I have tried literally everything suggested in all of these threads, and NOTHING WORKS, it is that stubborn. Considering that there are multiple threads regarding this issue, which yes, I did research this before I started asking this, I am 100% conviced this has to do with system updates. What do I even do at this point?

 

CTRL-SHIFT-DEL combination is locked in all the browsers.

1. Open any web browser
2. Try the CTRL-SHIFT-DEL combo to call the clear history window

Result: the combo doesn't work in any browser.

It seems this combo was broken due to the latest WIndows updates. Does anyone know how to fix this?
