But why does this not get pushed through WU still? How does Windows "know" it has these two problems or not? All it knows is it's .969 and would look for a newer version.

And it won't find one. Microsoft haven't put .970 on the windows update servers. It's available only on the catalog where those who need it (mainly business customers affected by the first issue) can download it if required.

  6. I'm kind of inclined to agree in as much as I am also baffled by MS thinking. The first issue I don't care about, don't even know what it means but the second issue I'd say is a major thing if store apps or installs fail. Personally I don't have the issue at all so I am not rushing out to download this manually, I'll adopt a stance of 'if it ain't broke then don't fix it'. But if it is causing the general public issues then it should be pushed via Windows update and not as you rightfully say left to the user to figure out. Most users would not know about manually installing. We only know about it because we read these forums. I can only imagine that the second issue is not common and affects a small amount of users which is why Windows update is not getting it.

Apparently the first problem is only significant for a few business users, but as I understand it it's a critical problem for those affected. Microsoft has telemetry reports that tell them how widespread the second issue is (not very, by the looks of it). Presumably this is behind their thinking - making an urgent fix for a small number of users as a 'catalog-only' update.

Their telemetry must have told them the MPEG-2 video crash problem of .953 was widespread enough to warrant .969 a week later to fix it.

  11. *Sad Brink! Went through the 4 (yes, so far 4) updates (since 14 Mar Patch Tues) this morning sequencially and B4 restart of the last one 'kb4015438' I dwnlded KB4016635. I had absolutely NO issues during any of the 4 as downloaded, and restarted (per prompts). My question, should I go ahead and 'install' the MS catalog KB4016635 that I dwnlded from the link (in case I have an issue that may not be evident yet)? In other words, would it be imprudent to go ahead and install this as a precaution/just in case factor? I ask because there is an old saying 'If it aint broke, don't fix it' BUT since we ARE dealing with some bonkers MS non-functioning programmers, I wonder if I should just patch over the 4 installed this morning that has come along since the problematic 14 march '3' extra 'fixes' (4 if you include this one). Thanks for any pro/con input! *Sad

It doesn't need fixing. After KB4013429 failed you successfully installed KB4015438 which says...
Then you installed KB4016635 which says...
You are fully up to date. The latest update contains all the fixes from the earlier ones.
