Ooops *Smile Mistyped - did I say .124? It was of course x64 Home 16299.214 (as the dism results show).

tried all week to get update but kept saying it was up to date.
so manually downloaded it with no problem
did a sfc /scannow and had a few problems which were fixed so ran it again and no problems this time

    Cumulative Update KB4058258 Windows 10 v1709 Build 16299.214 - Jan. 31

Dism failing at 20% has to do with missing dll's in C:\Windows\System32\Dism folder

Those highlited here (all the other dll's it uses are present in that folder from which it copies to Temp)

Code: 2018-02-04 08:20:11, Warning DISM DISM Provider Store: PID=7552 TID=7392 Failed to load the provider: C:\Users\Craig\AppData\Local\Temp\A8ECB294-4605-4CAE-8AE2-8EF6124103F3\PEProvider.dll. - CDISMProviderStore::Internal_GetProvider(hr:0x8007007e) 2018-02-04 08:20:11, Info DISM DISM Provider Store: PID=7552 TID=7392 Failed to get and initialize the PE Provider. Continuing by assuming that it is not a WinPE image. - CDISMProviderStore::Final_OnConnect .... 2018-02-04 08:20:13, Warning DISM DISM Provider Store: PID=7552 TID=7392 Failed to load the provider: C:\Users\Craig\AppData\Local\Temp\A8ECB294-4605-4CAE-8AE2-8EF6124103F3\EmbeddedProvider.dll. - CDISMProviderStore::Internal_GetProvider(hr:0x8007007e)[/quote] The error code refers to "The specified module(dll) could not be found. (Exception from HRESULT: 0x8007007E)"

The former error in the snippet above from Dism.log is handled by assuming not in PE and continuing, however, the second error is left unhandled. There are no stop errors and it executes to completion however.

FYI - It only appears to happen when there is nothing to cleanup as an instance (with /ResetBase) completed correctly for me initially.

Have you tried updating using the Windows Update MiniTool.
You can pick it up at majorgeeks.com, using the link below.
It's a portable application, so you can put it on a flash drive and use it on other machines.

Download Windows Update MiniTool - MajorGeeks

  7. Have you tried the dism cmd line? We would know the error that you encounter.

You must convert the .msu file into a .cab file. Using Total commander to do so. Highlight the file and click alt+F9.

Then, in cmd prompt admin, run the following cmd line:

    DISM /Online /Add-Package /PackagePath:"C:\Users\Your user name\Documents or location of the file\Windows10.0-KB4058258-x64.cab"

    Latest version is 9.12
    Total Commander - Download

NOTE: click 3 to activate the 30 day trial. You may want to remove it after with Revo Uninstaller

I got also fail to install, and using an automated tool to extract and install , it specified something along the lines of
same manifest exists but data is different

my OS is 16299.192 x64. Another issue is no cumulative updates appear at all, only manually, and i checked not to have any group policy regarding deferral of quality and feature updates. Could it be telemetry not =0? It seems like a bug in 1709

  10. Do you have the wrong kb file?

Don"t know the meaning of 0? Disabling telemetry firewall rules does not affect by any meaning WU.

  11. Why would you need any of that when...
Direct download links to the update files are in the first post by Brink.

    @MikeMecanic:
No, but a bug existed whereby if you set defer feature updates to anything other than 0 days, the quality updates would also disappear. it supposed to have been fixed by now??? I do have some policies set up but those did not interfere in 1703 cu. Such as disable auto updates, do not include drivers, etc.
Also I have the correct KB file. It refuses to install- a first time on my system.

  14. I've just installed this after asking for Windows Update to check and getting this, so far it seems OK.

Before this I had noticed in Windows Update a few days ago that the KB4056892 update was installed twice on here, I have a new HP-Envy with an AMD A9 Radeon processor. It was installed on the 5th of January then again on the 27th January, I have no idea why.

  15. Choose how updates are installed is uncheck here. Download settings are at 100% in Advanced Options.

Is error the same? Could you please copy/paste the error or where the DISM process stops.

In Command Prompt or the same in Powershell:
Click on the terminal/ctrl+a/ctrl+c/open WordPad and paste the content.
