Windows 10: Current window is being deselected/becoming inactive

I have been having a problem with whatever current window I'm in randomly becoming inactive and I have to click it again to begin using it again. After the last time it happened about 10 minutes ago I began doing some research and couldn't find anything specific to what I was dealing it until someone mentioned Microsoft Edge. I uninstalled Microsoft Edge can't remember the reason why at the moment and when my window went inactive I checked event viewer to see is there was anything and I saw 22 Error events with this exact text in the event:General:Unable to start a DCOM

Windows 10: computer keeps tabbing out of currently used program

• Have you made any changes to your computer prior to this issue?
• What troubleshooting steps have you done so far?
• Have you tried updating your Windows 10 computer to its latest update?
• Have you tried to turn off the Get tips, tricks and suggestions as you use Windows
  in the Notification & Actions Settings of your Windows 10 and see if you will still encounter the same issue?
  

If you are not able to turn off that in the Notification & Actions Settings, you can follow the steps below:

• Press the Windows key.
• Type Notifications & Actions.
• Deselect the option Get tips, tricks, and suggestions as you use Windows.
• Restart your computer.

Window deselects when moved too quickly in Windows 10

All of a sudden in Windows 10 if I move windows around too quickly on my desktop they will randomly deselect. I noticed this when I was moving files around to format a hard drive. Anyone else have this problem? It does not seem to matter if it is a windows explorer window or a program window.
