Windows 10: Current Windows Security Loophole

I have a question regarding the recent security issue that has been reported for Windows 10 and 11. The issue specified in this article: https://www.tomshardware.com/news/windows-10-11-vulnerability-allows-admin-passwords-to-changeMy question is if this is a potential hacking issue or if it means that the danger is from other people using the same computer and becoming thr admin. I just want to know exactly where the threat is coming from.

Security loophole

A windows phone with password protection can still be turned off by anyone who gets access to the phone. This is a security threat and i have already lost my Lumia 720 in the same manner. Is there any update or fix for this loophole ?

I realized my phone has been picked up by someone and within the next min i got a message that the phone is switched off when i called. Lumia 720 cannot be switched off by removing the battery in such short time. Had there been a fix, i might not have lost
the phone. Need to know if Microsoft team is already aware of the problem and if yes, when is a fix expected to be released.

Windows Phone can be turned off even you have a password on your lock screen. I guess Microsoft doesn't take this as an issue. It's by design. You will always have a way to turn off a phone, without unlock it the phone. For example if the phone doesn't respond.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
