Windows 10: curser glitching

my curser will glitch into this and go to the bottom of my screen, i am unable to move my curser for my than a second and if i power off my computor the curser will stay glitched, i googled everything, trying to decribe it, but nothing showed up. i know my touchscreen doesnt work anymore because i cracked my screen but right after that happened i get tis glitch with my curser, i cant get my screen fixed and the crack is very small so i dont see how it would affect my curser

• When was the last time this was working good?
• Does this happen all time when system restarts?

 

Windows 10 curser placement

Within the last week or so (prior was fine), the curser doesn't line up with the icons in the start button. I know it's called something else, but I can't remember it. I have to move the curser down 2 places for it to highlight the one I want. Also, I
don't have this problem within other applications such as my browser or within the list to the left, only the icons.
