Windows 10: Cursor highlight delay adjustment

I'm looking for a very specific setting that noone cares about except for people who work with text 100% of the day, like programmers or translators the latter being myself. Specifically, it's the duration of delay when you press ctrl+shift+right arrow somewhere in the text to the moment when the cursor begins highlighting text. I know for a fact there's been a setting in Windows for this SOMEWHERE, as I had adjusted it in the past at least twice, but now I did a full OS reset and can't remember where the hell it was.EDIT: nevermind -- found it! Cursor jumps while highlighting text and inserting text.

While I'm typing in an email my cursor will jump while inserting text in the email. What can I do to prevent this from happening?

Also, when I go to highlight an area, it jumps around and highlights the entire text, not just the area I wanted highlighted. Any suggestions?

cursor dissappeared

Thank you both for your prompt replies, I tried all steps listed, some I had tries previously but I still tried them again, but still no cursor.

Do you have any other suggestions?

 

cursor delay

I am having a problem with the mouse on my dell laptop. I use a wireless mouse and the cursor seems to have a delay from when I move the mouse until the cursor moves. It clicks immediately but the movement is messed up
