Windows 10: Cursor Jumping when charging problem

so i just bought a new charger for my laptop and then realize the cursor is shaking when i touch my touchpad and the jump started get bigger and i have to restart it but it's still happeningI have tried updating the driver but still

Cursor jumps

I did a factory reset on my computer and am using an entirely different, wired mouse and the cursor is STILL jumping to the top left.

Any suggestions what it could be? Or what to do now? Thank you.
