Windows 10: Custom ICO folder icons DON'T WORK Windows 11

I'm trying to set custom icons to folders on my PC. This is how I've been doing it:random folder > properties > customize > change icon > browseand then I select one of the ICO images I saved on a very specific folder that I created contained within the "pictures" windows default folder. This specific folder I created is meant to hold the ICO images of the entire PC and nothing else goes in there, except for the ICO files. The folder that holds the ICO files is never to be moved around, no matter what.THE PROBLEM STARTS HERE.If the ICO file is some generic file that I got off o

Normal Folders can't change to Custom .ICO files

I have been researching about this for a whole day and I can't seem to find the answer. I'm using windows 10. My folders can easily be changed from the default and then to my custom .ico files before. But then I installed a Windows 11 skinpack, but then decided to uninstall it to revert my theme to windows 10. But when I try to change my folder icons to my custom .ico files, it just becomes the default blank folder icon. But when I change my computer, or recycle bin using the different way of changing it, it works fine with my .ico files. The normal folders are the problem. Can someone please help?

Setting custom icons for folders with a .ico file

so i am trying to customize a folder but when i go to set this .ico i have it seems it is looking for a file that has icons stored in it and i am unable
to customize it. Please help.
