Windows 10: custom mouse cursors not showing up on user account

i installed the following cursor pack:https://www.deviantart.com/mj-lim/art/Android-Material-Cursors-Blue-606792782or any other theme for that matter.just right clicked the install.inf file, clicked install, thats it.it does not show up on my user account - when i log into the admin account, i can choose that cursor pack in mouse properties -> pointers -> scheme. it appears there as theme that i can easily apply. but only on the admin account.it does not however appear on my user account - whats going on? what am i doing wrong?i'm on windows 10 21H1

I can understand the situation must be difficult for you when the system doesn't work as it should.

Please answer these questions to get more clarity on this issue:

1. Is the issue specific to that custom mouse cursor?
   
2. Are you able to see the normal cursor while using the Touchscreen?
   

Ideally, when you use touch screen, mouse cursor will not be visible.

Custom Cursors

They are as Hopachi named them so I left them alone. Either way it's easy to pick the correct one when I browse for them in mouse settings.

Explain step-by-step how you attempted to apply them?

 

Custom mouse cursor problems

Hi,

I've recently downloaded some custom mouse cursors from Open Cursor Library and once I applied them they looked great. But, as soon as I used the touchscreen the cursor disappeared and would not show up until I went back into the pointer settings and reapplied
them with the touch screen. I am not willing to give up using my touch screen for a cool mouse cursor, but would greatly appreciate it if there was a solution to my problem.
