Windows 10: Custom scaling is not working for some services anymore since last update (21H2 19044.1645)

I usually use a custom scale factor of 135% that has worked great for few months. Well, I updated last night and now today some apps are not using that same scale anymore like for example Task Manager is super tiny text now and same with certain menus in control panel. I tried reapplying the custom scale and even going into Ease of Access and changing text size but they refuse to change size of specific text.

Windows 10 Creator's update - Every time I undock, scaling goes to 150%
