Windows 10: D-Link Modem 157

Discus and support D-Link Modem 157 in Windows 10 Drivers and Hardware to solve the problem; Why Why Why ???? is windows 10 blocking my D-Link Modem 157 insallation??     Why Why Why ???? is windows 10 blocking my D-Link Modem 157 insallation??
    I can not even run it as administrator from browsing or from the command prompt
    Somebody PLEASE Help

    It keep on telling me it is blocked for my protection ?? but I always used it before the latest 10 update when I am not near my LAN.

    Most frustrating

    Error: User Accounts Control "This app is blocked for your protection" while trying to access D-link wireless Data Modem USB Card DWP - 157

    I have D-link wireless Data Modem USB Card DWP - 157. It was working in window 8. I have installed it as administrator. When I open the D-link manager as administrator it opens and works. But when I use the modem as user the D-link manager does not open.
    Though I can connect to the internet with the USB Modem since the D-link manager does not work I can not make call or sms also can not see the data download details.

    It gives a massage - User Accounts Control "This app is blocked for your protection".

    Please help.

    D-Link Modem 157

    What antivirus are you using. Is that what is teling you it is being blocked? If so, disable it, install the modem, then re-enable the antivirus.

    Only running W10 defender and tried disabling it as well.
    No Luck
    Tried as different user as well
    No Luck

    At Home I have no problem as I connect via LAN and ASDL line directly
    But need my Data connection via the D-Link Modem when no Wi-Fi in range when travelling.

    Down loaded the UK driver for this modem and that was blocked as well

    Getting to dislike W10 NOW
    HELP
