Windows 10: Dark Blue Screen Error and Update Error

When I run cmd as administrator on the computer and type the following command: dism /online /cleanup-image /restorehealth It either stays at 62.3% or does not start at all. And every time I restart the computer, a screen like this appears: ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------Updates Continue Please keep your computer on. ----------------------------------------------------------------------------------------------------------------------------------

Before we proceed I would like you to answer the following question:

• 
  What is the make and model of your computer?
  
• 
  Did you make any changes prior to the issue?
  

The issue might occur due to Viruses, or something changing/deleting in Registry Files, a failure during Bootup, or a corrupt file which could be due to age of a computer or viruses or somebody tampering with files.
