Windows 10: daylight savings not set, option not available

My Win11 laptop hasn't updated to daylight savings time. When I go into settings for Date & time...The option to automatically adjust for daylight savings time is entirely missing.The time zone appears to be set correctly to UTC-08:00 Pacific Time US & CanadaIt will not allow me to set the time zone myself. I have tried turning "set time zone automatically" on and off, and it doesn't allow me to set it either way clicking on it does nothing. I've tried disabling location services and it still won't let me set it. When I have locations settings enabled, I've confirmed that Set

"Adjust for daylight saving time automatically" option grayed out

I live in Texas and we use Central Standard Time (CST) but the option to use daylight savings time is grayed out.. any suggestions?

This issue may happen if your region or time zone doesn't observe Daylight Saving Time (DST).

To check if DST is available, follow the steps below:

• Press Windows key + S.
• Type Control Panel and press Enter.
• Select Clock, Language, and Region.
• Click Date and Time.
• Under Time zone, check if there's any indications regarding Daylight Saving Time.

As it was proven (last night we were enter to summer time), the "daylight saving time" setting, wasn't enough. It seems that "set time automatically" overrides the "daylight saving time" setting.

Edit:

I found out the difference:

-- Daylight saving time setting keeps machine's clock unchanged.

-- Set time automatically setting adjusts the tray clock.
