Windows 10: DCOM 10016 Crashing Computer to Shutdown Randomly

I have followed the steps on:

however getting access denied for changing administrator permission to full control. Step 10


I can change the owner to administrator but not to full control, TrustedInstaller is the only principal that can be Full Control. This also is a clean install of windows 10 1803, fully updated, all hardware tested multiple times.

DCOM error 10016 on shutdown

I had been getting the DCOM error 10016 on shutdown immediately followed by 4 SCM 7031 errors for quite some time until the MS August 10 updates were installed. I am still getting the SCM 7031 errors but the DCOM 10016 errors have stopped. Has anyone
else had this experience? I am running Win 10 Version 1511 on a desktop.

Is this procedure supposed to resolve the DCOM 10016 errors or the Service Control Manager 7031 errors? The recent MS updates have apparently solved the DCOM 10016 errors I was getting for "Runtime Broker." Now they only happen for Cortana.

It is actually the SCM 7031 errors that I would like to eliminate now.

 

Computer rebooting/crashing everytime I load a game (10016 DCOM Error, Firewall maybe?)

Before, I've had no problems with this computer. Now, everytime I load up a game (specifically on Steam) I crash within 5 minutes. This problem has persisted for over a month now and is getting extremely frustrating, I have replaced the motherboard, reseated
RAM, replaced RAM, replaced other components, checked Windows Defender if it was functioning and now I see on the event viewer tons of "Error 10016" concerning DCOM and permissions. I don't know the symptons of the error 10016 nor if my firewall is actually
causing a fullscale crash and reboot which I doubt but I haven't ruled it out as a possibility yet.
