Windows 10: Default User Desktop Background

One important thing for us to include in our Windows 10 clone/image is we want to set the wallpaper to a particular .jpg file to be used as the initial desktop background when new users log in. We do not want to use a policy GPO setting because we want the user to have the freedom to change the background to something else after they log in if they wish. Put simply, we want their initial desktop background to be a specific file and they can change it later if they want.

FYI - We are using Windows 10 Enterprise 64-bit, version 1909.5.

Even better, is there a way to force a specific theme i.e. both a wallpaper and accent color across all user profiles on a computer, even profiles that are newly generated, while still allowing users to make changes to their own profile after the initial setup?

Lost desktop background

I did a Search & Distroy spyware scan the other day, and one of the suggested "fixes" said something about removing Active Desktop. Like the muppet I am I clicked yes and am now without a desktop background picture.

Does anyone have an idea how to reverse this? If I try to select a picture it's simply not added as a background.

I suggest you to try the steps below and check if it helps.

• Press Windows Logo Key + I. Then click on Personalization.
• Click on Background to change it.

As a workaround, I suggest you to change the desktop background/ remove the desktop background and check.

I suggest you to create a new user account and check if it fixes the issue. Refer to the steps below to create a new User Account:

• Go to Settings.
• Choose Accounts and then select Other User Accounts towards the left.
• Select Add an Account.
• Enter a user name and hit Next.
• Click on Finish.
• Sign out from the current Account and Log into the new account.
• Check if issue persists.
