Windows 10: Defender shows yellow sign. Trying to repair

My windows 11 firewall ..defender routinely produces a yellow warning sign. I found a fix which required going to the dos level and entering a reset phrase. It worked before, but now i can't find that q/a

Defender tray icon showing yellow triangle?

Already tried a quick scan but the Defender icon still shows a yellow triangle with the "Actions recommended" text bubble?
There is no sign of any problems in "Settings" in any of the tabs, or in the system tray other than the yellow triangle?

 

Windows Defender shows yellow triangle briefly when I sign in

When I first sign in, the Windows Defender icon briefly shows a yellow triangle with an exclamation point, then turns to the green circle with a check mark. Sometimes it only takes a second or so, but sometimes it takes 30 to 60 seconds. Is this a sign
that something is wrong and the malware subsequently is hiding that problem? If not, why does it happen?

 

Win Defender shows yellow Icon

I just did a clean install of windows 10 pro 64 bit ver 1803 in the past few days.

Very few programs installed. HWMonitor, Core Temp, Emsisoft Emergency kit and that's about it.

Yesterday when I shut down Defender showed no yellow exclamation points.

Today, after running for a few minutes I checked and defender now shows a yellow exclamation point in the notification area.

When I open the security center it shows Device Performance & health with an exclamation point and suggests that I do a fresh start.

What is causing this and how do I remedy it without doing a Fresh Start?
