Windows 10: Delay in lock screen shortcut key F10

Whenever I press my F10 key which is the shortcut that locks my device its a physcical button I press and not a self-made command and its basically just WIN + L command. There is a good 1-3 second delay when I press it and when it registers to actually lock my screen. I noticed that the first time I do it the delay will be there but the 2nd or 3rd time I press it it's instant like before. It does this if I haven't used the command in a while. I also tested this in safe mode and this issue does NOT occour. It works normal as always. I've also noticed when I open certain games like VALORANT th

Lock screen to Login Screen delay issue

I have an issue where there is a huge delay between the lock screen (the screen where you have a background and time) and the login screen (the screen with an account picture and dialog box to input the
password).

I tap/press any key/click on the lock screen and it takes so much time to load the login screen, sometimes the lock screen reappears after 10-15 seconds or so before i can tap again to try to go to the
login screen.

I've tried the following to fix the issue

• Disabled widows spotlight
• Disabled lock screen
• Performed Clean Boot
• Tried Safe Mode
• Turned off startup services
• tried sfc command

My Windows 10 version is 1903 and is fully updated as of the time of publishing this post. I have pin set up to login.

It's definitely not because of the old or slow hardware because

1. On a much older hardware the startup might be slow but this problem doesn't exist.
   
2. After once i login successfully and lock the computer (start+L), the issue's still there. That is about 30 seconds waiting time between lock screen and login screen.

Ok, let the powershell command run overnight
If the command didn't solve the problem, the try these steps in order:

1. Disable superfetch service
   • Empty the following folder c:\Windows\Prefetch\
   • Restart the computer
   • Si ça ne marche pas, passer à l'étape 2;
2. Disable the AppXSvc from the registry: change the "Start" key value from 3 to 4 (see the screenshot)

 

Lock Screen shortcuts?


I normally use Winkey + U + R to restart. Does the Lock Screen have an equivalent shortcut? The latter one doesn't work when the computer is in the lock screen.

Windows 10 17763.2183 EDIT: I am looking for a shortcut to RESTART the computer from the lock screen, NOT to lock the computer.
