Windows 10: Deleted all users from Windows 10

Same issue as this link. Accidentally deleted all users from Windows 10 - Microsoft Community . I was on registry editor and i accidentally deleted all group or user names under the security tab I believe this is the cause of the issue because I then restarted and when i turned the pc back on no login screen comes up, just the bottom right tab for restart or power. I can not do the instructions the person replied with because when i got to Repair Your Computer, then Troubleshoot, all the Advanced options require a password, and when i put in my password, it says "incorrect" even though it is

How to delete local user accounts on Windows 10?

Step 1: Steps to Remove a User Account in Settings

  Select the user you want to delete under
  Other users and click on Remove.

  Accept the UAC (User Account Control) prompt.

  Select Delete account and data if you wish to delete account and the data and follow onscreen instructions.

  Press Windows + X keys from the keyboard, select

  Type net user and hit Enter
  to list the user accounts on your device.
