Windows 10: Deleted Folder Reappears when Photos or Visual Studio is opened

I had two folders created on my desktop a while ago named "Pic Backup" and "VS Themes".

Every time I open the photos app, the Pic Backup folder reappears, with two subfolders and a desktop.ini file in the innermost one, and the VS Themes folder appears every time I open Visual Studio 2019.


The folders may be linked to the apps in some way as I have used them together before, but I don't know how to check or unlink them.


I'm not sure about the VS Themes folder, but the Pic Backup keeps marking itself as read-only, I don't know if it has anything to do with the problem though.

If anyone could help me it would be very appreciated as this has been happening for several months now and it is becoming more frustrating having to delete the folder every time I open one of the apps.


I have already tried setting the permissions and whatever else I could find online I can't remember everything I've tried as it has been so long, but nothing worked.

"Open in visual studio" set as default for opening folders

Hello,

So recently I don't know why visual studio is being opened whenever i open a folder, In order for me to open a folder i have to right click and open in a new window.

when I right click the topmost opetion and the option in bold is "Open in Visual Studio"..

Is there a way I can fix this without having to uninstall VS ?

You may not be able to completely delete a file/ folder if it is being used. I suggest you to try the troubleshooting steps listed in
resolve folder reappearing after deletion and check
if it works.



You may also go through repair Windows file and folder
problems and check.

I suggest you to follow the below steps to delete the folder and check if it's reappear.

    Open the Command prompt with admin (Windows +x and select Command prompt).
    
  • 
    In the command prompt, type the command below and press enter.
    
    NOTE: Substitute
    Full Path of Folder within quotes below with your folder's full path within quotes instead.
    
    RD /S /Q "Full Path of Folder".
    
  • 
    The folder should now be deleted.
    
  • 
    Close the command prompt.
