Windows 10: Deleting copies of System Files

I'm just wrapping up a big cleanup and reorganization of my files, and found copies of the "Program Files" and "WindowsApps" folders on an external drive. These are only copies, not the originals which still exist on C:\ and are operational. I renamed the folders "xProgram Files" and "xWindowsApps" some time ago just to insure they weren't being accessed.When I try to delete, I get a message that I need permission from Trustedinstaller. How do I obtain that?

You can't copy a folder, thats why it generates an exception (you are trying to copy a folder using a copy file function).
You probably need to list all the files inside that folder and copy one by one
