Windows 10: Delivery Optimization service - RAM usage, when it should be disabled

Hello,I have noticed a problem with RAM usage - some of my apps were crashing because of the RAM. After some investigation it came up that the cause is the Delivery Optimization service svchost.exe. It's probably trying to download some big file and the memory consumption of that process is constantly rising, until the process and some other processes as well crashes and then it starts all over. When it's in its peak, my RAM usage is 16GB/16GB. After it crashes or I stop the "Delivery Optimization" service using "services.msc", the RAM usage gets to 6GB/16GB. However, since the service c

You may also try to disable Service Host: Delivery Optimization by following the steps below:

1. Type in Win + R to get the Run box.

2. Enter services.msc then click OK.

3. Then search for Service Host: Delivery Optimization.

4. Right-click then click Properties.

5. Under Startup type, select Disable.

Unable to disable Delivery Optimization service

After recent Windows update v1809 (Build 17763.79), I am unable to disable Delivery Optimization service. This constantly consumes by internet bandwidth in the background which makes the web surfing very slow. Whenever I try to disable this service it says
"Access Denied".

Please note that I am using Admin account and have also recently formatted my system twice to figure out the issue. But that did not solve the problem. Any suggestion what can be done?? Thanks in advance.
