Windows 10: Delivery optimization using ridiculous amounts of data on metered connection

I have done absolutely everything I can to get this to stop, and it will not. Every time I go to play a game it kicks up and doesn't go down no matter what I do. It has been using a steady 10mb/s+ of bandwidth all day and I can't even get that much from speedtest.net. I have turned all update settings to the minimum including upload, and have turned off delivery optimization. I have even paused updates entirely for the next 2 months. I don't ever use the windows store as I have seen some people having problems with it using up bandwidth and disguising itself as delivery optimization.

Delivery optimization over metered connection

I would like to know if delivery optimization can be turned off for delivering or receiving updates from other computers on local network when connected over metered connection.

I know the documentation mentions delivery optimization is disabled when on a metered connection but it says device on metered connection cannot send to other devices on the internet not local network.

We suggest that to manage your connection consume for Windows Update and Delivery Optimization is to configure Delivery Optimization through Group Policy and Windows Update by deferring the Windows Update.

Deferring Windows upgrades prevent your device from getting the latest Windows features downloaded or installed for several months. It doesn't affect any security updates. To do this, follow these steps:

• Type Settings in Cortana Search and press
  Enter.
  
• Click Update & Security and click Advance Options under
  Update settings.
  
• Check the tick box for Defer feature updates.

Since Windows Update and Delivery Optimization are already set up to your metered connection, it won't automatically download and send updates. Setting them to Metered disables the automatic downloading of most Windows updates, automatic downloading of app
updates, peer-to-peer uploading of updates and auto update of Tiles.
