Windows 10: Dell Inspiron 537s won’t boot from CD/DVD drive. Cannot reinstall Win10

Everything is working perfectly on my computer however if I try to watch a live feed from a local TV station or from CNN for example the audio keeps going but the video keeps freezing or is really jerky witch is annoying and I am not sure how to fix this.About a week and a half ago I noticed this so The first thing I did was simply restart the computer to see if that would fix the issue and that did not fix the issue. The second thing I tried doing is going back in time by using system restore however The system restore points that I created are nowhere to be found and I saw some from a week a

Dell Inspiration 15 3000 - open the CD/DVD drawer?

That model is the Dell Inspiron 15 3567 and again there are some of those model do have a DVD drive and others do not, the Dell website is very unclear on the options they provide . .

Start your laptop, then on the Dell Logo screen, repeatedly press F2 to boot into BIOS

Under System Information, do you see a DVD drive listed?

If there is no DVD drive listed in BIOS, that model has a dummy drawer instead of a DVD drive . . .

You went to bios and selected the dvd drive as first boot up ?) cd-rom doesn't cut it, has to be that exact drive from the list.

 

DVD R/W drive only reads data and music CDs and not DVDs

The DVD R/W drive is in a Dell XPS 8300 PC and this morning I ran Dell Support Assist.

The built in drive self test passed as well as the CD Rom test. Could not complete the DVD tests because it doesn't recognize that I inserted a DVD.
