Windows 10: Dell laptop does not connect to a mobile hotspot at some places

I have a Dell laptop running on Windows 10. It does not connect to a mobile hotspot created on an Android phone at my current place. It connects when I am at a different place different city. I have tried almost everything. On changing the SSID, it sometimes work for a day or two, then reverts to original condition.

I am able to connect using rerouting using Android phone acting as repeater, but that too if I connect to the phone before establishing connection to the culprit hotspot.

It doesn't cause me a huge problem as I can connect through USB tethering etc. but I am very curious about the reason.

Provide us with the below details for better clarity.

1. Is the laptop able to connect to other Wi-Fi networks?

2. Are other devices able to connect to the mobile hotspot network?

The Wi-Fi network might not be configured properly after the update. I suggest you to remove the old network created and try creating a new mobile hotspot network with new credentials. Further, remove the network from the Laptop connections by selecting
Forget network.

Now connect to the new network from the Laptop and check if it gets connected.
