Windows 10: Dell monitor cables?

Can someone out there tell me why the Belkin F3H982-10 cable doesn't work with my Dell E1713S flat screen display? I've called Dell a number of times and they don't even know what I'm talking about. I want to move my monitor so I need a longer cable. I noticed the blue Dell cable that came with the monitor has all 15 pins. The Belkin I purchased and the other ones I see online are all missing pin 9 so they only have a total of 14 pins. What happens with the Belkin is this - the monitor works fine, but once the screen saver shuts down and fades to black I get

Dell Monitor Camera

I have a Dell Monitor hooked to a Dell XPS Laptop. I want to use the monitor camera not the laptop camera. I've tried the suggestions from a closed thread about activating the camera but when I try the steps it keeps going to the laptop camera.

Suggestions or am I asking the impossible.
