Windows 10: Dell Optiplex 360 stuck in reboot loop

I have an Optiplex 360 desktop from 2009 that i decided to boot up and mess around with. I did a factory reset, and all went well until it came up with an error during Windows installation. The error message said "the computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed." it said to click ok to restart the computer and restart installation, but the error came up every time i did this. I followed this tutorial https://youtu.be/g0jt1VtN5DAand now the error doesn't come up. Instead, windows will start booting up, a blue screen will flash that say

As the title says, my nephews PC is stuck in the Reboot "failed to configure updates" loop. Safe mode DOESNT help, it just keeps looping. anyone have a Solution for this?

Disable the anti virus. I had a couple of computers do the same thing. I disabled the anti virus and it went ahead and did the updates.

 

Stuck in Reboot loop after power cut

Before we proceed, I would like you to state which troubleshooting steps have you performed bedsides the mentioned to fix the issue.

As per the description, I suspect that you might be stuck in a reboot loop. I suggest that you perform Power Drain and check if it helps

• Unplug the charger and remove the battery of your laptop, if using a desktop remove the power cord.
• Press and hold the Power button for 30sec
• Plug the charger/power cord and restart system
