Windows 10: Dell Splash Screen Flickering On My Screen

The Dell splashscreen the one that shows when booting up is faded and flickering over any content shown on my screen. The desktop, games, etc. I fixed this once by completing a fresh install of windows. The computer has been fine for a month+ and it inexplicably came back.I've uninstalled/reinstalled my graphics drivers.A fresh install fixed it temporarily.It does not show up in screenshots.Please help me.

Screen flickering in Windows 10 safe mode

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

 

No splash screen at daily startup

OK, now, today I have not managed to start my laptop up yet.
However, after I restarted yesterday after I had gone through all the steps and posted the results, my screen flickers constantly, another headache to be added to the list.
Did I have to switch something back in msconfig?
