Windows 10: Desktop background goes black

I have a picture here of my desktop background. Notice how behind the icons is black. Now the entire background just blacked out. I also have problems with menus in apps. Notice how Synctoy isn't displaying the menu correctly. What is going on?

Windows 10 desktop loading loop

I just got Windows 10 from the upgrade on August 1st. It boots into the login screen just fine, but when it begins to load the desktop, it goes into a loop. The background picture is there, the bar on the bottom is there, but the icons are missing. The
screen then goes black, and it repeats. Occasionally, the icons appear, but it goes black and continues to do this. I can start the Task Manager from here, but that is all.

 

Windows 10 Background Disappears Turning Black

I've never used the Slideshow, just Picture and my screen never goes black on start up.

I'm not sure exactly when it goes black as I notice it when I have windows opened and click on the See the Desktop from the Taskbar and it displays all black. Every time this happens my wallpaper image is still set as the background in Personalize. Then
only if I click on the picture again (which is already selected) will it reappear; otherwise I have a black screen as background.

My wallpaper is .jpg . I've tried clean boot but I can't seem to find any third party application that interferes with the background. Is there any way to fix this ? Thank you.

 

Try this, run CMD as admin and copy/paste:

Thanks for replying. Trying this caused a weird BSOD saying KMODE EXCEPTION NOT HANDLED so I'm in the process of posting in the BSOD section because I think my GPU is bad.
