Windows 10: Desktop computer takes hours to load and start some programs Win 10 64

Until recently I could load Autocad, progecad and 3D games normally. Now I click to load and they load very slowly. Autocad takes 1.5 to 2 hours to load. It used to load in about 20 seconds. Other programs like firefox still load normally.
Boot up seems normal.
I am up to date on win. updates.
I don't know what other data would be helpful.

win 10 upgrade crashes computer and will not load windows

PC Win7 64 bit. I tried to do Win 10 upgrade and not save files or apps. PC crashed during upgrade. I tried all the steps listed. It would not let me load image disks that I had made or the system repair disk. I tried to restore to factory setting.
That didn't work. Now the computer tries to load windows but its tells me the computer was shut down improperly and restarts with the same message. It will not start in save mode.

 

Installed programs will not load

I have two programs - amazon Kindle and Citi Virtual Account - that are listed in Control Panel as installed.

When I try to load them Virtual Account, I receive the error message The item Program that this shortcut refers to has been changed or moved, so this shortcut will no longer work properly. Do you want to delete this shortcut? I have uninstalled
and reinstalled this program several times. I have download a fresh copy. This error persists.

The program Kindle, while listed on the Desktop, will not load. No error message.

My system is Win 10 pro 64-bit.

 

Win 10 does not show start menu and all programs loaded on my desktop computer

• When was the last time Start Menu is working fine?

On WIN 7 I had a support program to work with WIN-X which I delegated when first updating to Win 10. This apparently did not cause problems. however a few weeks later the WIN 10 reverted to the present situation.

About 2 month ago, I think after a big update was installed, WIN 10 worked fine. However after few days it reverted again to the present situation.

I notice now a comment which appears when first WIN 10 comes up, after I place my password.

Another instance is running

Configuration system failed to initialize

• Did you make any changes to your computer's configuration?

I guess I did but do not recall any particular action.

Maybe the program "Auslogics BoostSpeed" which I used a number of times in the past on WIN 7 and now also on WIN10 (the program notes that it is also suitable for WIN10) might have disrupted the WIN 10.

• Type this sfc /scannowand hit
  Enter.

I tried it but it noted, no errors found

• Second Method: Execute a PowerShell command.

It read after inserting the line:

There was no action.
