Windows 10: Desktop flashing black after resetting my PC

Hi :’ So my PC hasn’t been functioning well so I decided to do a clean wipe of everything. When it finished everything was normal until I logged into my account and onto the desktop. I cant see anything on my desktop except the search-bar/taskbar which I cannot even use and a black screen. It keeps flashing. On the bottom corner I have a notification saying, “NVIDIA Control Panel is not found: Click here to install NVIDIA Control Panel from Microsoft store.” However, when I click on it I really believe that nothing happens. I even clicked it and let it process over night but it seems it doesn

I suggest you to uninstall drivers with the exclamation mark in Device Manager and check if it helps.

Follow the below steps:

• Right click on Start button and click on Device Manager.
• Locate the malfunctioning device or device with the exclamation mark in the list of devices, right click on that device, and then click
  Uninstall.
• Restart the computer.
• Right-click your computer name in Device Manager and click Scan for hardware changes.
  Device manager scans your system and automatically reinstalls your device.

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
