Windows 10: Desktop Icons Stuck at top of screen and inaccessible

I changed the scale and layout of my windows 10 desktop, and now can't see the desktop icons, no matter what scale and layout I choose. Desktop Icon at top of screen

For some reason my recycle bin icon is stuck at the top of my screen. When my cursor moves to the top of the screen a light blue rectangle that stretches across the entire screen shows up. I can not move the icon. I can not drag it. I have tried changing
the size, toggling on and off the auto arrange and nothing changes. When I add another desktop icon it will show up on my second screen. When I add several they just position over themselves. How do i make it go back to where they all line up on the left of
the screen?

Hello Adam! Yes the Show Desktop Icons is checked. Unfortunately, It doesn't seem so simple. The Icons ARE there, I can click on one icon but its see through or invisible and located at the top of the screen.

I have searched the entire morning for an answer for the following question:

There is no answer in Microsoft community. I was able to find the answer after Googling for the whole morning. I am trying to come back to post the answer in the original question. BUT I could not find the button for "Reply". It is shameful for Microsoft.

The solution is to modify the registry to restore the Desktop Icon Spacing numbers. The numbers are too big, so all icons are stacked on top of one another.

My question is: how could these two numbers got messed up to begin with? Why we need that numbers in registry to begin with? Even they have these two numbers, why do we allow unreasonable values?

I am just doing a reboot on my Windows 10 and it happens. I do not think it is a virus to alter the numbers. Here is the detailed answer and I hope the other website will not delete the link. If they did, just Google Desktop Icon Spacing to find the answer:
