Windows 10: Desktop keeps refreshing making pc unusable!

Hey, i was installing an appFL studio and it finished fine. Right when it finished my desktop started to refresh constantly while programs like firefox still worked and i could alt-tab between them but the refreshing was annoying so i restart my pc. Now the pc starts fine and the auto repair doesnt find a problem but after loging intakes a bit longer then usualy the desktop keeps refreshingevery second. I can not start any program or click anythingthe cursor also refreshes. How can i restor the pc or reset it when i can not use the desktop in any way?

I just reset/refreshed windows 10 and chose the option to keep my files. The dialog said that all my desktop applicaitons would have to be reinstalled but that a list of them would be on my desktop when the refresh completed. Now the refresh has completed
and the list of desktop programs is not on the desktop.

Windows 10 Upgrade makes my desktop keep refreshing!

Prior to trying the steps, this issue self-resolved. I did nothing different but it would not constantly refresh. What I mean by constantly refresh is every minute the desktop on my laptop will refresh causing any windows to close or go into the background.
This self-resolve allowed the computer to run for two days without problem. Then when a windows 10 update occurred, it went back to refreshing a few times a minute. It is still occurring.

I just tried all of the steps but it is still occurring. My video card adapter is the most current. In safe mode the problem was not occurring. System maintenance found no issues. There is something wrong with the Windows 10 driver that is tied to this
laptop. I went to the HP site and it was finding the most current driver. There was no way for me to download old drivers to test if the new one is corrupted. It only ties back to Microsoft to check if the driver is updated. This issue is extremely frustrating
and makes using Windows 10 a nightmare. I regret ever updating Windows 7 to Windows 10.
