Windows 10: Desktop keeps turning black every 2-3 seconds

After shutting down my pc today during lunch, I opened it again after 1 hour. I signed in into my local user as usual, but when I got to see the desktop my taskbar didn't load and the screen kept flickering every 2 or so seconds. I cannot open any apps via desktop shortcuts or keyboard shortcuts, and I only managed to open the task manager from the ctrl+alt+del menu. There I saw that my disk usage was at 100% and the top task was the antimalware service executable. I consider reinstalling windows, since my graphics geforce 970 and other drivers are up-to-date and I had no issues with my PC's

We understand the concern as you are having difficulties with the webcam. In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the Version and Build of Windows 10 installed on the PC? (Type
  winver in Windows search/Run command)
• What is the make and model of the PC?
• Is it an in-built webcam or external webcam?
• Are you getting any error message?
• Are you aware of any changes on the PC prior to this issue?

In this scenario, we would suggest you to perform these steps.



Change Windows Settings.

1. Press Windows + I key to open Settings.
2. Click on Privacy and select Camera from the left pane.
3. Now turn on the toggle switch for Camera access for this device by clicking on
   Change.
4. Next toggle the switch to On below Allow apps to access your camera
   
5. Also toggle the switch to On below
   Allow desktop apps to access your camera.

i can no longer turn on my cam because it keeps turning on and off. I need to fix it quick but how??? any suggestion??
