Windows 10: Desktop Personalization background setting changes.

I am using Windows 11. I have two desktops configured. I set my personalize background setting to use a slideshow. This works perfect until I change desktops. If I use my mouse to hover over the desktop icon on the taskbar I will see the same background on the second desktop. When I select the second desktop initially the background is whatever picture on the first desktop and then it changes to a picture and changes the personalize setting from slideshow to picture. This use to work and present the same background on both desktops. I had a problem, created by Microsoft, that required me

To change the desktop background into a solid color, see the steps below:

• Right-click on the desktop, and select Personalize.
• Under Personalization, select Background.
• On the right pane, click on the drop-down menu for Background, and then select
  Solid color.
• Choose your preferred color and it should immediately make changes.

• Click on Background to change it.

The Some setting are managed by your organization message usually appears if there is any changes happened on the Registry Editor or Group policy Editor. We suggest editing the Group Policy by following the steps below:

• Open Group Policy by typing it in the search box.
• Look for Administrative Templates and click on it.
• Select Control Panel.
• Click on Prevent changing desktop background and it will open an new window.
• Select Disable on the choices and click Apply.

Once the changes were made, try to customize your background again.
