Windows 10: desktop photo keeps replacing my chosen and locked photo choice. How stop this?

The photo which I tried to post shows a tall green mountain top and green below with several houses under the mountain. On the left side are monthly calendars that are non-functional. This appears on all 5 of my computers. When I replace it with several copies of the photo I want it still often appears within the hour. I have the setting set to not allow desktop changes but it occurs anyway. Any help is appreciated. Wish I could send the actual photo somehow. Perhaps that would help someone recognize it.

Replacement for photo viewer

I just use the Photos app for a quick view, otherwise I use Adobe Lightroom to view and edit photos.

Just do not like this "new" photo viewer, it is just cumbersome to operate, lot of extra steps etc. I like the older Win photo viewer, however since JPG files are saved as "unhandled Extension handler finder", *Confused I need something else. Appreciate any suggestions that is not overly optioned, just a simple viewer. Tx

To change the
lock screen photo, follow these steps:

• 
  Go to
  Settings.
  
• 
  Choose
  Personalization.
  
• 
  On the left side of the screen, click on
  Lock screen.
  
• 
  In the
  Background, change it to
  Picture.
