Windows 10: Desktop really slow, memory at 99%

Every program I try to use is really slow and when I check task manager it says the disk is at 99% however when I place by increasing it shows that the most being used is 1.8MB so I have no idea what's taking over all the resources.

Windows 10 uses all disc transfer rate

In task master, the disc rate is running at 99% and the area using all the disc transfer is "system and compressed memory" What can be done to reduce the transfer as the computer slows to a crawl.

It worked i guess so and so. Still having issues and i have xfinity also so my internet should not be this slow. Still having problem with streaming certain content on certain sites. And Still having cpu 100 percent problem. It stays at 100/99 percent for
a while, then goes down then back and sometimes it stays really high for a while and same with memory.
