Windows 10: Desktop Stuck in Automatic Repair loop after power outage

When I Switched on my Desktop it BSOD appeared and said Error code: Memory_Management
after that when it restarted it keeps going to automatic repair again and again

when I tried to reset my pc in Startup repair it said " there was a problem resetting your PC. No changes were made."
I also tried creating a new installation media for windows 10 from a another laptop but when I load the sd card that has the setup it goes into the automatic repair loop again.

Intel Core I5-9400

Lenovo 36EB Motherboard

Stuck in a loop after windows performed repair

As per the information that you have provided, I suggest that you perform Power Drain as you are stuck in a loop and this might help you access the desktop screen. To learn how to perform this follow the steps below

• Unplug the charger and remove the battery of your laptop, if using a desktop remove the power
  cord.
• Press and hold the Power button for 30sec
• Plug the charger/power cord and restart system
