Windows 10: Developer Account Registration - Error Code 6103

Probably a duplicate question of this : https://answers.microsoft.com/en-us/windows/forum/all/developer-account-registration-error-code-6103/2819b22b-1e97-4d8d-8cac-15db55c960c0?page=1This a recurring issue happening to me from last one month. I have tried to reached n numbers of Microsoft support teams but turns out no one was able to solve this issue or either they have dropped chat conversation.Can someone from dev-support help me to solve this issue ?

Problem in developer registration account

I always receive this error during review in registration of my developer account

"Error activating account. Please verify your information is accurate and try again. If the problem persists,

contact support.

Error code 6103.

Time 2015-08-27 09:28:17Z."

Error with Developer Phone Registration

I'd mined StackOverflow too, without results. I'm finally unlocked and ready to go.

BTW: I received an error at the last step of the Windows Phone Developer Registration tool with the standard message about the
IpOverUsbSvc service, but after a reboot of the phone, a Nokia Boot Manager installer pops up in Windows and unlocks the phone.

I'm a Iranian developer and i was just wondering how to publish my app to store, there's a registration for that and i found it there's no option for Iran to pay, even i saw Afghanistan or Kazakhstan in that list Y.Y

so i would really appreciate it to someone give me a tip Thank you.
