Windows 10: Device not appearing in the Microsoft store devices list

Hello,I was trying to share my Microsoft store account with someone, when we noticed that when he tried downloading a paid app and open it, it asked him to buy the product again. I looked around and found that his devices wasn't appearing in the Microsoft store device management list I'm talking about this link https://account.microsoft.com/devices/content only mine was there and none other were. We tried to remove the account from my friend's PC and add it back but still nothing. But when I tried unlinking my device and attempting to download something to link it again, it workedCould there

GPU-Z device list enumeration, device order?

Specifically, how are the the GPUs listed in the drop down sorted, or determined? Vendor and PCI ID? OS hardware device list? Other?

Sorry if this was answered somewhere already. Searching for "GPU LIST ORDER" and like terms were not helpful.

Device not appearing in ready to install list on microsoft store

I just got a new laptop and connected it to the same microsoft account that is connected to my xbox one. When I go into the microsoft store and look at my ready to install games, I see all of them there and can click install on my device on every game.
However, the pc laptop I just bought does not appear in the list of devices I can install the game to, the only device that appears is my xbox one which the game is already installed on. I don't know why my laptop won't appear because it is already registered
as a device and I am not over my device limit. The only thing that I can think of that might be causing this issue is that the microsoft account I am using is not the home account for my xbox. However, if that is not the problem any suggestions would be helpful.

I should be able to login to my Microsoft online account from any of my 4 PC's and see the exact same devices listed i.e. all 4 PC's should show up within the account devices list but they dont. Each PC displays a different device list.
