Windows 10: "device settings not migrated" error message

I needed to use a serial port, but got the error message: "PL2303 serial driver retired in 2012". I installed the prolific driver, v. 3.3.2.102, but then got message that "device settings not migrated", and port doesn't work. I'd appreciate any suggestions for a solution, and thank you!

The error message "Device not migrated" or "Device could not be migrated" means that the device's settings are incorrect, or the driver is corrupted or incompatible. Updating or reinstalling the affected device driver can usually fix this
error.

• Have you tried updating your device's driver?
• Below that error message, you will see Location Path, Migration Rank, Present, and Status. Did you get
  0xC0000719 for status?
• What were you doing in your computer when you got the error message?

• Does it happen every time you use video call on Skype?
• Have you done any changes on your computer prior to the issue?
• Have you tried updating any drivers?

Hi, lots of results if you search for
device not migrated due to partial or ambiguous match

- suggest uninstalling the root hubs and let them reinstall on reboot.

Did this occur after a Windows update was applied? (See Update History).
